Well; I just did a little search for you and figured I'd share my results in order to help with this question.. I'mnot entirely 100% sure if this information is correct; but I tried.
Seeing as to how you're not 17 or even 18 yet, and she's within age 30-40, I'm sorry to say, but she is out of the question of your choices to be with.. I'm not trying to sound rude, but it's true.. If my information is correct, you and the girl you'd want to be with Legally have to at least be 17 to engage in any sexual-activity, including "kissing" I believe.. Maybe this information is incorrect, I have no idea. However; I advise you to refrain from doing anything about this.. Instead; try an alternative.
Now-now; I know how you feel, because I've felt the same way about older ladies while growing-up. Sometimes you just can't help how you feel about someone.. I do suggest that you look into someone your own age-range though. 16-19? 17-19? Younger than 16? Personally; it don't matter to me, age is just a number.. However; in order to avoid any trouble *expecially Legal/Illegal-Trouble* with her, avoid this. Meet a new girl? Ask out a friend's sister? Ask a best-friend out? You're choice, I'm not going to tell you HOW to do it, or WHAT to do, I'm only going to "SUGGEST" what to do..
