Since I'm a teen, I can answer questions relating to teenage fashion, what kinds of clothes make you look older or younger than what you actually are, and where you can find bargains that resemble designer clothes. However, since I'm usually focused on the new, I don't know much about vintage clothing. Additionally, although I know a lot about skirts, shorts, and shoes, outerwear fashion is beyond me.
Experience I design or redesign some of my own clothes, and I am constantly trying out new looks. Additionally, I've also learned quite a few fashion tricks on how to stand out and how to blend in.
You are a slim petite, so I would recommend a short dress with lots of embellishments. You should be able to wear any dress type except for the heavy ballroom gowns, which would drag your figure down. I think an empire, off-shoulder, or wrap dress would look great on you.

I'm kinda confused. You say you are looking for a prom dress but you are in 8th grade? Are you really looking for a formal prom dress or just a nice looking dress you can wear to your 8th grade dance? There's a big difference, as prom dresses can cost upwards of $500 and you probably won't be wearing it more than once. Regular dresses to go to casual school dances/events are a lot less of a hassle and you will probably be wearing it more than once.
