I would suggest wearing, as the previous answer said, darker colors. Purple and teal have been said to be some universally flattering colors. If you have brown hair and you don't want to wear black, i think that a dark brown usually works well on people of almost any hair color. I would try a jacket that nips in at the waist, maybe in a misses size if you are both heavier and petite.
A-line dresses and skirts work well. However, i find that an empire waist makes me look heavier. I go for a well-fitted but not overly tight fit. Like my mother says, spaghetti room. If you can loosely tug on a shirt and have about an inch of 'give' without stretching the fabric overly, then the shirt-pants-jacket-what-have-you fits well. If you do choose to wear a dress, make sure it hits below the knee, preferably mid-calf. Also, if you choose to wear leggings, make sure they fall BELOW THE CALF MUSCLE!!!!!!!!!!!!! If your leggings fall 2-3 inches below your calf, your ankles look very slender. *that rule also applies to capris* When looking at denim, look for a dark wash with a higher rise. If possible, look for a rise that hits even above that small bit of fat about the hips. *If jeans hit there, they can give you a very unattractive muffin-top* I suggest a dark wash, and then to give the illusion of curves, jeans with some stone-washing.
When looking for tops, look for ones that fit well around both your bust and stomach.
Here's a suggestion for a really cute, kind-of western look that maximizes the bust and minimizes the waist and tummy.
Take a dark colored tank of tee-shirt, depending on your style and then put on a loose, short-sleeved men's button-up shirt and tying it in a knot at your wast. *the shirt in a lighter, but still complementary color.* This is a cute look that gives the illusion of curves, while giving a unique look.
You can also never go wrong with the fitted jacket.
