Hello Janet,
I just randomly found your question on google. I love clothes talk and I wanted to just say what I think you should do.

If you are tight on money, I recommend you do what you can with what you have.

First, I would look around in some magazines, or pay attention to the preppy girls in your school, so you can learn how to dress preppy.

Sometimes it is a simple accessory that can be so cute and make your outfit glamorous.

One of my favorite outfits it skinny jeans with flats, a cute shirt, a bright belt, and a headband that matches. Super cute!

Here are some stores that I recommend for your shopping:
Aeropostale- Very cheap and they have some pretty cute stuff! But sometimes they can get a bit boring.
Abercrombie and Fitch- SUPER cute clothes and WAY preppy! However, it is pretty pricey so you want to limit your time there.
American Eagle- They have some really cute shirts!
Wet Seal- Great prices.
Old Navy- You can get some tight jeans and cute layering tops here.
Hollister- A lot like Abercrombie and Fitch.

As for style, layer a lot of shirts, and add accessories. Belts and headbands can work wonders!!

Now for your hair- it sounds pretty adorable! Headbands are a must for your type of hair. Also, one of my favorite things to do for short hair is to tie a bandanna around my head and use it as a headband. It is cute and creative.

If you really want to switch things up, highlights and side bangs are super preppy!

If you are tight on money, you are going to need a good shopping technique. When buying clothes make sure they are:
~a reasonable price.
~VERY CUTE!! You have to absolutely love it.
~Something that will go with a lot of other things.

One of the color trend that is very in right now is navy blue, gray, and white.

Now, my favorite- ACCESSORIES!! Earrings, necklaces, lots of bracelets, a cute hat, a tote, sunglasses, belts, headbands, shoes, and a cute jacket. You will have to have all of this to get the preppy look.

Here are some outfit ideas that i LOVE-
A black t-shirt, with a bright tank layered underneath of it.

A plain t-shirt, with lots of layers and a couple necklaces

Minishirt with a shiny belt, and tight top

Plain polo, with bandanna headband, and skinny jeans.

Just have fun and put together different clothes to make cute outfits. You can ask the people at a clothes store to help you find some outfits. They are the most experienced about that kind of stuff.
