Since I'm a teen, I can answer questions relating to teenage fashion, what kinds of clothes make you look older or younger than what you actually are, and where you can find bargains that resemble designer clothes. However, since I'm usually focused on the new, I don't know much about vintage clothing. Additionally, although I know a lot about skirts, shorts, and shoes, outerwear fashion is beyond me.
Experience I design or redesign some of my own clothes, and I am constantly trying out new looks. Additionally, I've also learned quite a few fashion tricks on how to stand out and how to blend in.

Question I have for Senior Tolo coming up this Decemeber. Tolo is a big deal at my school so I want to look absolutely gorgeous. It's semi-formal. However, I'm really self concious, so I want something that I know will flatter me.

So, what kind of dress should I be looking for? What general style? Any suggestions would be lovely!!

Wow, you gave me a lot of details to work with. Judging by these measurements, I would say you are petite with probably an hourglass shape. The hourglass shape is really great because it means you can pretty much wear any type of dress (so congrats)!
You say you're self-conscious, but in what manner? If you're afraid of showing too much skin, I would suggest a strapless sheath dress (like the dress Mia wore in Princess Diaries I). However, taking into account your petite frame, it'd be best for you not to wear any "ballroom gowns," you know, the ones that are really poofy past the waist.
But if you're not afraid of showing skin, I would recommend a halter dress. These kinds of dresses would really show off your hourglass figure, and better yet, if you get one that has asymmetrical hemline, you'll make yourself look taller! And if you're comfortable, try getting a dress that's shorter than floor-length (I'd say knee to calf length would be best). (High heels help too, but don't kill yourself with them. Remember that you'll probably be dancing for at least half the night)
Do you have a favorite color? It's a proven study that people are attracted to the color that suits them the most, so find a dress in your favorite color. If you want to appear slimmer, I would suggest getting a darker version of your favorite color. Just stay away from heavy patterns, frills, or prints. These will detract from your great figure.
