Answer Plan B delays ovulation, but only if you haven't already ovulated. This is why it is important to take it as soon as possible. It is recommended to take it within 5 days. It also makes sperm move more slowly in the woman's body, so if a woman does ovulate, hopefully the egg will not be viable by the time the sperm arrives.
There are no risks that I know of, which is why it has been approved for over the counter sales.
