2. allow me to assign pin numbers of eleven digits or mode

There is only one provider that can provide you the service you are looking for. Depending on the number of accounts you will need to set up and expected usage, you will need the Enterprise Edition of FreeConferencecall.com.
You will be assigned your own dedicated dial-in number. Any number combination (access code) will create a conference room. 11 digits or more or less will work fine.
