Question my phones in my house have no dial tones,but will ring on any incoming call.when i go to answer it still rings,this will do it with either a cordless or a hard line

My apologies for not getting back to you in a timely manner. OK, you say your phones have no dial tone, but yet they ring. It sounds like there is some errant ringing voltage leaking onto the lines coming into your house. I would call your local service provider and have them take a look.
