Question When is a cell phone considered "roaming"? Is it already roaming if it is turned on? or is it only roaming when you are talking to somebody?

Sorry for taking so long to answer your question, my email was down. A roaming cell phone usually refers to it being outside it's normal operation area. For instance, a cell phone that is registered in, say, Dallas TX, would be roaming if the phone was in Washington DC. Roaming just means that it is on another service provider's network of cell towers. Hope that answers your question. Thanks!
