As far as places like About.com, you can try www.Suite101.com, www.weblogsinc.com, www.selfhelpguides.com/authors_wanted.php3, www.fabjob.com/jobs.html, and www.associatedcontent.com/. I'm not sure how well any of these pay or the specific requirements, but they are frequently taking on new writers.
