Can you actually do this at home? Do you have to have experience or what? Is it just doing it by phone or can you use e-mail?

Basically telecommuting is an employee working off-site and it can be done just about any way that an employer and employee set it up. It can be done online, by email, fax, text message...etc.
What is important to know is that legitimate telecommuting jobs are like any other job in that employers are looking for employees that have the skills and experience to do the job. The good news is that telecommuting encompasses many job types including transcription, virtual assistance, bookkeeping, research, writing, customer service, and many other areas.

Yes, typically you need to have the skills needed to the job...just like in a traditional job. But those skills vary greatly. Customer service jobs need a good speaking voice and ability to be pleasant even if people are rude. A transcriptionist needs to be able to type fast and accurately. And so on.
You should look for a telecommuting job in the same way as you'd look for a traditional job. Start with the skills and experiences you have and look for jobs that need them.

The key to finding a work-at-home job is to search for it the same way you'd search for a regular job. You need to know how fast and accurate you are in your typing. You may need pass a typing test. You need to have a professional resume.
No, never pay money to get hired. However, you may need to invest in getting a good resume or a good work-at-home job database (these databases have job announcements, but are NOT selling work). Anyone who asks for money and then you can get paid to work, is not offering a job.
