Question QUESTION: I'm not sure if this is your field so if it isn't can you please tell me which category to try? When is a cell phone considered "roaming"? Is it roaming the second it is turned on? or is it only when I'm talking to someone?
ANSWER: Not really my specialty but I do know the answer... so here you go... Your cell phone will be roaming any time that it's on and not in your provider's network. It could be in your house for that matter. (I say this based on my experience with Sprint PCS a few years back... It worked ok anywhere else, but I would go into Roam the moment I stepped foot in my house... Do we see a problem here?)
But you are only going to get billed for the time that you spend on calls while roaming. Some providers my charge you (especially if you are outside of the continental USA) for calls that ring to your cell phone but you don't answer.

QUESTION: Thank you very much...and I have one more...would u happen to know if Verizon bills you for calls unanswered when roaming?
Answer Sorry, Verizon is the only one of the major cell phone carriers I have no experience with, not even as a customer.
I do know that it will most likely depend on your service plan. To my knowledge, most carriers nowdays don't even charge for roaming in the continental USA.
