You are not alone. I am on this site looking for an answer to that same question about the show with teenagers doing all the acting as adults. I remember watching it in the summers while out of school.

The PBS show was called "Up and Coming". The girl who played Valerie on the show later became a music sensation in the female group En Vogue. One of the male cast members died in February 2008. Too bad I can't find more info besides cast members but I really enjoyed watching the show as a kid.
