Hello,
During a get together tonight we were trying to remember a program or cartoon where a woman is tied to a train track and there is an evil villian standing over her and either he or she was saying something and repeating it. Sorry that is all we seem to recall.

My immediate response was "Dudley Do-Right" with Snidely Whiplash doing they tying to the tracks, and Nell being the girl...

BUT...
