Question I am looking for the name of an old TV show where the hero would resolve a difficult situation for someone and the only charge was that they had to promise that if he needed a favor in the future they would accommodate him. This played into the show as he would require favors from prior folks to resolve the current situation.

You are looking for the series "Stingray" which ran from 1985-1987. It starred Nick Mancuso as the character known only as 'Ray' (because of his trademark black 1965 Corvette Stingray.) It was produced by Stephen J. Cannell of "The A-Team" fame.
Ray would help clients who found him in the classified ads, and he would only ask that they owe him a favor that he could call in anytime in the future. He often helped current clients by calling in favors from previous ones (like when he was posing as a doctor and needed to perform surgery - thankfully a former client was a surgeon who stepped in to help him). No one knew his real name or how he came upon his skills although it was intimated that he was formerly of some government agency (in one episode his car was registered to the White House.)
While the show only ran two seasons, it attracted enough of a following that the complete series is available for purchase on DVD on sites like Amazon.com.
