Question
I have a couple of questions.  I am moving to CA soon to a hilly/mountainous region.  The Subaru Forester or Outback have been recommended to me from several sources.  I would like to buy a new one - say a 2008 or 2007 with low mileage.  When is the best time of year to buy such a car?  And what part of the country has the best prices.  I understand CA has stricter emission laws then elsewhere; is this something I should consider and buy in CA?  Your help would be appreciated.

As for having the best prices it comes down to supply and demand for each state, overall you will find prices don't differ to much.
If I was to pursue I would compare prices via " autotrader.com ".
EXAMPLE, Enter query, 2008 Subaru Outback with a CA zip code, you will get a feel for prices, then repeat same question with another zip code, and you will find the answer.

As for emission laws,,, That should not come into play buying a late model year, don't give it second thoughts.
