I know that many people do not understand vehicle towing when ordered by Law Enforcement or from Private Property Parking lots, which I will try to help with. BUT, I am not versed in RV TOWING ISSUES, or actual law cases or proposed cases...
Experience I have 29+ years of towing experience dealing with everything from Light duty ( cars and pickups ) to tractor trailer rigs, motor homes and buses.. Motor clubs to police calls, lockouts to jumpstarts and tows. I have experienced alot of fun times doing my job. Some have been good experiences and some of have been heart wrenching experiences.

Question I live in Ft myers, Florida and my ex-husband is a tow truck driver and is on call all the time. He takes the children (ages 6 & 9)with him on his calls is this legal?
Answer Well this question also depends on the rules of the insurance company who covers the tow trucks, the company policy of the tow company, along with various other laws regarding child safety and the amount of seat belts available for the kids and any customers...
Plus if they do any kind of police towing there might be laws or regulations on that.
And then the general safety issues are also involved in this. Towing is dangerous as it involves stopping on or in the roadways while traffic is moving.
As far as I know and can find there are "NO SPECIFIC LAWS" regarding having the kids in the tow truck, but there are so many variables in this that it would take a lawyer and a judge to determine the answer.
It might be legal but I would be cautious about it... And yes when my kids were growing up they did ride with me on calls, my son started riding at the age of 9 days old and by the time he was 12 he was hooking up semi trucks with me...
