Toyota Repair/power steering leaks

Question
'99 Toyota 4 Runner, 84,000 mi., I had power steering hose assembly replaced, mechanic loosened rack and pinion unit and moved back to get at hose connections - not disconnecting tie rods.  Now rack and pinion is leaking out of both ends.  Could it have been caused by moving rack and pinion without disconnecting tie rods?  He says higher pressure from new hoses caused seals to blow!

Answer
The power steering rack may have been leaking before the hose was replaced, I don't know, but if it wasn't I don't see how moving the rack could cause the seals to leak since the seals are much further inside than the moveable tie rods, in this case I tend to agree with the mechanic.
