We will arrive at Rota Naval Station and do not want to rent a car. Is there bus or trin transportation to crown resorts 29650 Mijas-Costa, Malaga?

I think you should call or email them to get the right information.

As far as i know you could use the following transports.

Line Rota-Algeciras
http://www.tgcomes.es/servicios_internet_english.htm

From Algeciras to Marbella or Fuengirola
http://www.ctsa-portillo.com/horarios.html
http://www.daibus.es/htm/horarios.htm

from Marbella or Fuengirola to Mijas-Costa
i couldn't find any.
Last option could be a taxi ride from Fuengirola.

by train:
bus to Jerez
train to sevilla
http://www.renfe.es/
another one to Malaga and then commuter train to Fuengirola, from there a taxi ride.
http://www.renfe.es/cercanias/malaga/index_horarios.html

or
bus to Algeciras
train to Bobadilla, then another train to Malaga and then the commuter train to Fuengirola.
