Question
Hi, so this is a little complicated.  I am currently the temporary guardian of my 17 year old brother while my parents are out of the country.  He wants to go on vacation with a friend's family to Mexico.  I only have signing authority for my Dad.  My parents can only get to a notary if they travel hours to a consulate.  What can be done?

These types of legal questions need to be directed to the appropriate government agency that regulates international travel, as requirements are constantly updated and you will need to abide by them.  Consult you local passport office to be directed to the appropriate agency for advice.
