Traveling with Children - Minor child travelling abroad

Question
Can a 6 month old baby, who is a US citizen, be given a passport to travel to a foreign country with an aunt, while both parents (US citizens) remain in the US?

Answer
Dear Clement -

First, I'd like to apologize for not responding sooner.  We were out of town this last week of summer vacation.

I looked up your questions on the US State Dept. website.  All children under 16, even infants and newborns, must follow the same requirements and must have their own passport. Bpth parents must sign the child's passport.  Here are the passport requirements for children:

http://www.travel.state.gov/passport/get/minors/minors_834.html

You can also look up specific information for the country the baby is traveling to here:

http://www.travel.state.gov/travel/cis_pa_tw/cis/cis_1765.html

Unfortunately, i couldn't find any information about a child traveling without his or her parents.  I spent a lot of time searching the State Dept. website.  There is a lot of information about adoption, child abduction, and even parental abduction, so clearly you are smart to ask these questions - protecting children seems to be an issue that is a priority.

You should try contacting the State Dept. directly to ask your question.  Here is a page that lists contact information:

http://www.travel.state.gov/about/info/info_308.html

It includes an Office of Children's Issues that seems to be focused on adoption and abduction, but they should be able to answer your question or at least send you to someone else who can.

Good luck -

Sue Jackson
