Question Can a 6 month old baby, who is a US citizen, be given a passport to travel to a foreign country with an aunt, while both parents (US citizens) remain in the US?

First, I'd like to apologize for not responding sooner. We were out of town this last week of summer vacation.
I looked up your questions on the US State Dept. website. All children under 16, even infants and newborns, must follow the same requirements and must have their own passport. Bpth parents must sign the child's passport. Here are the passport requirements for children:
Unfortunately, i couldn't find any information about a child traveling without his or her parents. I spent a lot of time searching the State Dept. website. There is a lot of information about adoption, child abduction, and even parental abduction, so clearly you are smart to ask these questions - protecting children seems to be an issue that is a priority.
