can you tell me who does this?

Answer
This is caused by a wood pecker called a sap sucker. They make the holes in the bark and insects come to feed on the sap and the bird returns to eat the insects. You can spray the area with an insecticide to control the insect and the birds will stop coming. Any common insecticide will do Malathion, Orthene etc. On thin barked trees like birch the bark and the tree can be damaged by the wood pecker holes.
