Definitely sounds like aphids or scale.  Bayer over the counter products do work, but to systemically uptake takes MUCH longer than a week.  I would recommend using maximum dosage on the label as scale is much harder to control than aphids.  Scale is a bug that looks like bird droppings and covers the branches.  Inject early spring or in the fall to ensure uptake.
