Question
I have two about 5 feet apart. They both bud, but only one flowers. Why?

Answer
Generally two reasons--Rose of Sharon blooms on new foliage so pruning is needed to maximize new foliage. This plant flowers on new growth, so prune it in late winter. It should be pruned in late winter or very early spring.
The other reason maybe fertilizer--I would suggest you ask your local nursery /garden type store for a fertilizer for Rose of Sharon leaning toward one that will encourage blooming rather than a normal 10-10-10 type formulation.
