Thanks for the suggestions on how to diagnose the problem with the engine not starting.   I used your recommendation and verified the timing was off by 180 degrees.   It turns out the previous owner had taken apart the distributor and re assembled with the timing cam off by 180 degrees.  The Haynes manual covered how to fix (assembly correctly).  After  re assembled the distributor, the TR3A started right up after 12 years!  Thanks for your help.  This issue has been resolved.
