Question
I live in Gilbert, AZ. We here cut what we call the bark or wood of the trunk. I just don't know how far up the tree can I go without harming it. Someone told me, once you see green to stop. Is that true

Answer
Hi Bill, ok, I am going out on a limb here (pardon the pun), but I am thinking that you are referring to the "boots", which are left attached when you cut a frond off, if this is what you are referring to, then you cut them at the level of the trunk itself and never, ever, cut into the tissue of the trunk. I can't think of anything else that would be referred to as "bark" so if this is what you mean, let me know, if not, we will delve deeper into the terminology and eventually get to the "root"  of the problem...lol..are you sure these are Queen Palms?
