Tropical Plants/Mexican Petunia Dying

I wrote to Bayer, maker of "Bayer Rose and Flower", and the answer was "Unfortunately, we do not have a product that is effective on hard scale.  You may want to check with a local nursery, or contact your county extension at: for further information."

I have read that Neem Oil is effective, and that is what I'm trying on my Mexican petunias.  I would love to know if scraping them off is a good idea, as they are only on the stems, or if this will contaminate the soil with them somehow.  Also, my nurseryman is replacing them, and I've asked him to treat the soil with an insecticide taken into the plant and sucked out by the scale insects.
