I have read that Neem Oil is effective, and that is what I'm trying on my Mexican petunias.  I would love to know if scraping them off is a good idea, as they are only on the stems, or if this will contaminate the soil with them somehow.  Also, my nurseryman is replacing them, and I've asked him to treat the soil with an insecticide taken into the plant and sucked out by the scale insects.
