if you are running a fuel heater mounted on the right side of the firewall you may want to open it up.   i had a similar problem with a 1996 international.    we found that the filter inside the heater was coming apart and pieces of it would get sucked into the feed tube and block fuel from passing.    a quick test is to disconnect the fuel line on the motor side and fill it with fuel.    if the truck runs good until the fuel runs out i think that would be your problem.    i just cleaned out the heater and threw away the filter.   the trucks run great now
