Trucking - log books

Question
is there or isn't there a regulation in PA about not having to carry both log books for beginning of a new month for driving within 150 mile radius of the home terminal?  Please let me know ASAP.

The exemption for "Short-haul operations" is contained in this section:

Section (e) is very specific.
These are the federal regulations.  I am not familiar with any PA state regulations that would override these but a local transportation lawyer could probably answer that question.
