Answer
Dear Dorothy,

Congratulations! I hope they're very happy.

In regard to your queries;
1. Your son-in-law must get a valid Turkish passport before he even thinks about applying for a visa. He cannot travel anywhere without one but will be able to find out how to do this via the local authorities where he lives.

2. When he has the passport, he needs to get an appointment at the British Consulate or Embassy in Istanbul or Ankara (this will depend again on where he lives) to apply for a visa.

3. These links take you to the websites where you can get up to date information about visa requirements and your son-in-law can download the forms he needs to have with him (already completed) as well as the documents they will require at the first interview;

Contact details for the British Consulate in Istanbul:

I hope this helps.
