This appears to be a Railroad conductor's jacket.  Craddock Uniforms of Kansas city made RR worker uniforms including caps.  I am working with a museum collection that has several Craddock caps worn by workers for a small local RR company that operated from 1906-1940.  A cap has a Craddock label.
