I believe that this man is wearing an Imperial Russian uniform. You can see the double headed eagle in the breast badge to the left. Collar badges are a type I have seen on Russian photos.

This man is not American military. Everyonein a government position in Russia wore a uniform. I have always assumed this is a uniformed public servant  and not military.
