who had the most political power under the articles of confederation?

There wasn't a particular person who had a lot of power under the Articles. So, if we ask "what" instead of "who" had the most power, the answer is state governments. Under the Articles, the national government was not very strong at all, because state governments maintained a lot of freedom to operate as they chose.
