Question QUESTION: I know this isn't really within your particular spectrum, but I don't know who else to ask and I can't find this out anywhere!!! I have been trying to understand what futarchy is, but I just don't understand it the way it is presented online. I am mainly having trouble understanding what a prediction market is. Here are some sites in case you are unfamiliar: http://www.sciencenews.org/articles/20031018/bob9.asp
http://hanson.gmu.edu/futarchy.html http://en.wikipedia.org/wiki/Prediction_market
Could you maybe distill the info on these sites and explain it to me in laymans terms? It sounds very fascinating, but I just don't fully understand it. Can you PLEASE help me?? Thanks!
ANSWER: Hector,
Excellent question. I am familiar with the concept of "futarchy." Futarchy is a theory of government based upon using the information from prediction markets to make, not necessarily the right or perfect, but the best choices concerning government action.
Simply put what that means is that all of the information available is collected or aggregated and then the politicians would bet on which would be the best course of action to take. It is a well researched prediction. Sort of like betting on a horse race. Which horse would you choose and why? The concept gets much more complicated when discussing the betting market, etc. but that is the general flavor to it.
In my opinion all governmental concepts like this fail due to the human factor that is never taken into account. The desire for greed, the desire for power & money, etc takes its toll. There is no utopia.
Anyway, it is brief but I think on point. Don't make market prediction more difficult than it is. Think of the example that Robin Hanson gives with regard to orange futures and how the whole market turns on the information provided by the U.S. Government. It is nothing but a prediction or choice based on the best data available. An educated guess if you will. Our government (to an extent) and mostly private companies and consortiums do it regularly. Again, understand that nothing is 100% accurate. It is the best choice of the outcome equals = prediction.
Using that notion or style to affect the population in general is where it gets sticky. Hanson suggests that it might be more prudent to bet on beliefs over values. In short, you may vote for one candidate but think that the other candidate will win anyway. His empirical evidence shows that thinking is the best prediction of outcomes overall. The question is then, should you compromise your values and vote for what you think the inevitable outcome will be anyway? You see how sticky this begins to get.
Again, that is the thumbnail scratch of the surface. I hope it helps. Good luck in your endeavors.

QUESTION: Thank you so much! I just have one more question: Do you personally think that futarchy could ever succede in today's world, even if not in america, per se?
Answer My answer would be no.
The elements of futarchy are absolutely used quite heavily albeit without the moniker in many modernized nations already specifically Europe and in North America as well as Japan. China and India are learning to play too.
That is because you need a complex industrial economic base to make it work. The populations of poor nations just simply do not have the luxuries or the mindset for it; easily understandable when it is a struggle simply to feed their families.
As I stated earlier in the post the human elements of greed and lust for power will stop the theory from ever becoming a pure form of government. It is very useful in part to many nations now and it will always be; however again there is no utopia. In the purest sense of use it would be abused. Ever read Animal Farm by George Orwell? "All animals are equal but some animals are more equal than others." The hypocrisy behind governments that proclaim equal rights for the masses but transfer the only true power and wealth to the ruling class. You get the idea.
