The best way I can answer your question how you can understand it best for yourself, is "What do YOU think? And WHY do you think that way?" But you don't have to answer me- just answer yourself.
I know a few things about this for myself because of all of my own experiences with the alien races of people who visit Earth and their organization here, including the race that humans call "The Reptilians". I can tell you what I know for myself, but still you will have to arrive at your own conclusion in your own way.
What I know is that there is a race of people visiting Earth who happen to somewhat resemble some characteristics of earthly reptiles. But these people are not reptiles at all. They are a fine, intelligent, advanced race who have been targeted by Earth authorities for slander along with a few other infamous races, just because their looks naturally serve such disgust to the public at large, and so serve the disinformation campaign.
It happens to be the truth that many advanced races have the natural ability to change the shape of their bodies. This does not change their biology, or unique need for atmosphere, or intentions for visiting Earth, or trustworthiness, or dedication to the cause between our worlds.
None of the visiting races may infiltrate our governments- that would be against all the laws that permit a race to travel space to visit other worlds. If our advanced neighboring races could take over our governments, they would have done so long, long ago, before we ever got ourselves so deep into this mess of politics. If the visiting races could fix our problems themselves, they would. But they can't. They can only offer us their assistance, and they ARE offering, continuously. The problem is that our leadership is refusing them and threatening them to stay away, and furthermore actively ruining public opinion of the reality and intentions of the visiting races. The leadership of Earth (secret government) is doing everything possible to keep individual humans too afraid and mistrusting of the aliens to accept the opportunity to learn the truth from them.
People do not need proof that the aliens are real, in order to be afraid of them. The people only need to hear scary stories, and they are afraid. In fact, if the people hear lots of scary stories, this helps ensure that the people will reject the aliens and anything they aliens say, now and in the future. This keeps the government in perfect power over the people, their money, loyalty, suffering, health and future.
All of the other races in the Universe want you to know that there is a better way of running a world so that each and every single one of the people there may live a full natural life with all basic needs met, without war, famine or rampant diseases.
None of the visiting races is hostile- not to each other and not to us. They are not hostile to us even when our leadership shoots their crafts down out of the sky. Not even when the leadership kidnaps the individual humans who work with the alien races and holds them as hostages for blackmail against the aliens, to force them to comply.
The only hostile race around here is our own. The race that suffers the most from this hostility is our own. The people are created peaceful and need a peaceful environment to flourish. The leadership is generating and mainlining all of the organized hostility because the suffering of mankind is so lucrative to the leadership.
Nobody wants to hurt you and me except those who depend on our needs. That is our own leadership.
