1.) The government of Earth is creating and maintaining the dire problems on our world. They will not accept help from the visiting races and that is all the alien races are offering. The government wants other kinds of things from the aliens that the aliens would never share with them. Whenever the public learns the truth of the intentions of the visiting races from the aliens themselves, we recognize the crimes of the government against their own people. So, the government is trying to keep the alien races away from Earth and keep the public in disbelief. As the public is becoming aware despite government control, the government is trying to make the public believe they are trying to protect their people as if the alien races are the ones committing the crimes.
2.) Yes, there have been alien crafts and bodies recovered by the government due to both accidental crashes and military attacks.

There is a great deal of disinformation generated by government to disguise the truth about the relationship between themselves and the alien races. The alien races do not work in human military bases, but there has been some contact between them.
The alien races are not working diplomatically with the government of Earth yet, but they have been trying to open a relationship with our world for a long time.
The US Government forced two races into trade agreements by holding hostage their related humans and blackmailing these alien races into 'apparent' compliance with demands to share technologies for access to their human contacts. But the aliens would not share what the government wanted, and the organization of visiting races helped these two races escape government control and free the hostages. These two races are who humans call The Grays.
No visiting races have willingly helped our governments do their dirty work but one of the races called The Grays helped the government gather information on alien experiencers. This race has been banned from Earth by the organization for their refusal to stop their inappropriate operations and join the organization.
Many races have offered their assistance to our governments to help solve many of our major world problems for many years. Now all our visiting races are inside the organization, none are under government control, and all are all trying to build a diplomatic relationship with our world.
There have been talks between the government of Earth (secret government) and the organization of visiting races through human interpreters, but so far the talks keep breaking down because the government keeps trying to trick the aliens with dishonesty.
