Does US military intelligence have any insight into what the Tunguska event actually was, for example was it a weapons test by extra terrestrials. Also which countries have access to alien technology and are there any files on which country has access to what. I assume America's stealth technology and Russia's plasma technology is probably of alien origin but for example is Chobham armour alien or is it just good human engineering?

I can’t really say the Tunguska incident had any real impact on Military Intelligence.  This was more of an NSA issue eventually.  The only involvement with this pertaining to Military Intelligence was occasional information that came over the wires during standard transmission procedures about 20 or so years later around 1930.  It had eventually been determined that the Tunguska event was the product of testing a few aspects of Einstein’s STR (special theory of relativity) which he had submitted just three years prior to this event in 1905.  The experiment was an attempt to transmit a physical object through space from one location to another (aka: teleportation) using some general knowledge that had already been previously obtained prior to His STR.  

Unfortunately Einstein and the other scientists had not accounted for one major calculation.  In the event of transporting a physical object it was determined that they were also teleporting the space that the object was occupying as well (not air but space itself).  By doing so, they were attempting to occupy space where space was already occupied by space.  (I hope that was not confusing).  It is like trying to add 2 gallons of water to a gallon jug without spilling it over.  However, this is not the same as simply compressing twice as much air into a spot such as that which causes expansion of space.  In this case, even the atoms and other subatomic particles were   attempting to occupy the same space as well.  The event was determined a huge successful failure.

The event caused the object to teleport as well as the space it occupied which in turn created a chaotic environment that we often refer to in science when relating to identical objects attempting to occupy the same space.  Basically an atomic blast that is far greater than that of Hiroshima itself.  It was actually this highly classified event that subjected science to this eventual theory about two objects occupying the same space.  In this case, the object that was being teleported is unknown.  I have no information pertaining to what has become of this experiment either.

Which countries have access to alien technology?  Technically all of them.  Fiber Optics itself is an example of Alien technology being introduced into our current society around the early 1950s.

Chobham armour is nothing more or less than the product of human engineering and research.  Plasma Technology is the result of studying Alien technology.  But the plasma technology itself is not alien.
