The main representatives of the most highly intelligent, advanced and evolved races that visit Earth are my closest contacts, my teachers, and my lives long friends and colleagues.
These fine beings are those in charge of the organization of all of Earth's visiting races. My role with them is part of the multi world effort to unite our world with our local group of worlds. It is hard to believe that the alien races should all share the same level of technological advance.
The universe is old enough to hold races of varying
age, with hugely different technological capabilities.

You are right that all races are at their own level of advancement. However, our race is one of the youngest races in our area. The oldest race that visits Earth is over 6 billion years evolved. There are only 103 other races in our whole galaxy who are as young as we are, just discovering other life, and not truly traveling yet.
There are over 5200 advanced races of people in our union area of five galaxies, and they are all aware of us and each other. The advanced races do see "alien" space crafts, but they don't call them UFO's. The space crafts they see are not unidentified- they belong to friends from neighboring worlds.
No matter how relatively young a race is, once its people are able to truly travel, they become allied with their neighboring worlds. A race that is not allied, is not allowed to travel. Once a race is traveling, it is considered advanced.
