On the fuel injection pump of a 1995 ford escort 1.8 diesel van, what does the cylindrical 'solenoid' nearest the engine block do? In what manner should it operate if ok?

It is attached externally to the side of the injector pump & appears to be fed from a +12V line which is live when key goes to accessory. However it's operating shaft doesn't move at any applied voltage and appears to be physically siezed (in that trying to manually move the plunger inwards with needlenose pliers is met with refusal.)

It has a brass plunger covered by a rubber boot, which is connected to a lever on the side of the fuel pump, via a short flexible cable. if the lever which seems to be the target of operation is operated by hand at idle, the engine revs up.

I ask the question because I have a problem with the engine 'rev limiting' at relatively low rpm's, meaning I can never reach the highest roadspeeds in each gear. I'm wondering if this solenoid (or whatever it is) could be the cause.

I've replaced the fuel filter, air filter and exhaust system on the vehicle; this has had no effect on the 'misfiring' or 'rev limiting' which seems to be occurring at maybe 3500, 4000 rpm (?) although it has improved the smoothness and power at lower rpm's.

Sounds like you have a bosch fuel pump , in which case this is just a fast idle assembly which is just in play when engine is cold , as the " brass lump" ( wax pellet) warms then cable is released.Peraps you need to see if the pump itself is governing at the correct speed. If you are getting full rpm when stationary i would suggest getting pump checked out in case there is fuelling problem

I don't get full rpm when stationary - sat in neutral, if I 'floor' the accelerator pedal it 'misfires' and limits itself at (a guess) around 3500, 4000 rpm. About the same speed as it 'tops out' on the road. I kept a close eye on the possible fast idle unit through engine warm-up, couldn't see any movement at all. The connector on the end is showing +12V (measured on the metal of the connector bolt itself so the connection seems ok?)

Don't need to see pics , def bosch pump, this item would not cause you probs working or not really .if you are not getting full rpm then there number of factors ranging from air in system to broken plunger springs in pump. Recomend feeding pump directly from container of diesel and  then see how it runs , if the same then you need to delve a little further.lack of compression will not cause this to happen unless of course you are a cylinder down. Timing needs to be checked as this would be a factor.
