Im sorry i dont it was in a national newspaper recently i beilive it was either the mirror or the sun maybe if you go on there sites it will be there.

Is it true if an english man comes across the border in to wales and he gets shot by a welsh man with a bow and arrow, the offending welsh man cannot by arrested? (or is it the other way around)

It is untrue (either way around).

This is the only story I can find concerning anyone being shot with a bow and arrow in wales: http://news.bbc.co.uk/cbbcnews/hi/newsid_5030000/newsid_5037300/5037314.stm. If this is it, it seems both participants were children, and it was an accident, therefore, no crime.
