Question
i live in Wales UK. My neighbour is a young man approx 34yrs old. our houses look out onto each others gardens. He regularly parades around naked but only after peering in to make sure my husband is not home. I am a foster carer and my foster daughter (14yrs old)has witnessed this along with 2 neighbours. will the police believe me as he does not do it at set times,i have been advised not to approach him. i do not want to record him as this doesn't seem right, any advice?

Answer

Different laws from Scotland, but still very much a crime, especially if he not only makes sure that your husband *isn't* at home, but also makes sure that you and/or your foster daughter *is/are* at home.

I would say it sounds like there's already enough evidence to charge him, even in Scotland, where corroboration is required but Moorov's doctrine (single witness to similar, normally sexual incidents) applies, never mind in E&W, where the required standard of evidence is less.

The Police don't actually have to see him do it, nor does he have to do it at set times, nor does it have to be recorded. Eye witness evidence is the simplest and best evidence.
