Question
I have a last name of course and its kobylka. A person from vancouver told us it means small horse. Is that true?

Answer
Your friend is correct.  The term is not really used today to mean horse, although I am told that it is used rurally as such.  The most common use of "kobylka" though, is slang: it means a woman who is fat and slow.  But it can also just be used jokingly, in the way you might say: "C'mon heifer, get a move on!" in English.
