Question
I am currently a sophmore in high school and I am worried that I may not be
qualified to get into USNA. Freshman year I got a 3.64 with all honors and this
year looks to be the same maybe a 3.71. I also do crew which takes up most of
my time and requires me to ignore other sports. What should be my gpa by the
end of junior year and what SAT score should I have to get into the school?

Unfortunately there is not one answer for your question.  The admissions process for the academies is very broad and undefined.  Basically the board is looking for the future leaders of our country.  They are looking for people who exhibit the intelligence, physicality, and mentality to be molded into a leader.  If your entire application package exhibits those qualities, you should gain an appointment.

Having a good balance between school and other activities such as sports is good.  Having a 4.0 is great, but if that is all you have it isn't good.  Just try and excel at the things you do.  If a 3.71 is good for you, then be happy.  If you feel you could have done better, then do better next time.  I know that this doesn't answer your question, but I think that you get my point.  Excel at what you do.  Don't spread yourself too thin though.

As for your SAT score.  A good rule of thumb is 1200.  I got an 1190 though.
