I believe if you drop out during the first two years, you owe nothing, and if you drop out during your second two years means you owe money. I was at the Academy this past weekend for a candidate visit and they spoke of this.

Actually, if you drop out during your first two years (before you sign your commitment papers), you owe nothing. I am a 2007 USNA grad, so this is current as of 2007.
