so even though my gpa is only like an 86.8/87 and my SATs are in the high 1100's to low 1200's, I still can get in? Any other advice? Does it hurt Im not from Cali?

Some people get in just based on grades, others they look at everything else you do.  I think that everything else you do makes up for your low SAT scores.  I don't understand your GPA. I usually hear GPA's as in 3.5 or something like that.  I would try to take an SAT class to try to bring that up a bit, but it isn't THAT bad.

It does not hurt that you are not from CA, other than it will hurt your pocketbook! :-)  Out of state tuition is pretty high, about an extra 10k a year.  If you are willing to pay this then the fact that you are from out of state shouldn't factor into them reviewing your app, it actually might help. They like to have a diversity of people.
