My question: how do I access a scholarship from the University of Pensilvania?

The best thing to do is get in touch with the Graduate School of Arts and Sciences at http://www.sas.upenn.edu/earth/, or by phone on 215-898-7444 which is where a masters in Environ. Science is taught. they tend to handle things on a case by case basis, so unfortunately I'm not able to give you an exact answer.
