Habari! It's true, Penn does try to encourage applicants from Kenya because of the low number of applicants received from our country. Of course this still doesn't make Penn easy to get in to! You shouldn't need to mention anything explicitly on your application - if your High School or home address is Kenyan they might pick it up.

Hello – thank you for your question! I must sincerely apologize for the delay in response, I had to make a somewhat last-minute trip to Kenya, where I didn’t have an internet connection for a while. I hope this delay doesn’t majorly inconvenience you.

I'm not aware of a 1-9 scale, in any case the formula isn't published so it's hard to give any guidelines. I would doubt they use a scale because grading varies from country to country, for instance in the US it is possible to have a GPA of over 4.0 (higher than an A avg).

Don't worry about such things, do as well as you can, and submit as strong an application as you can.
