Answer Habari! It's true, Penn does try to encourage applicants from Kenya because of the low number of applicants received from our country. Of course this still doesn't make Penn easy to get in to! You shouldn't need to mention anything explicitly on your application - if your High School or home address is Kenyan they might pick it up.
