can penial cancer happen in age of 19,i'm circuimsted at age 10,i am a virgine bt masturbate often i am having black spot in my penis head and few small bumps over it its not itchy or painin,its also under head also,what is this

It would be extremely unlikely to develop penile cancer at age 19 in a circumcized male.  The black spot could be anything from a mole to a pimple.  Have it checked by your local physician as its probably nothing to worry about and is almost certainly not a cancer.
