It's an ingrown hair! Lance it open and squeeze it hard- you will pull about a 2" hair out that is coiled up and infecting the skin around the follicle from irritation.

What if it's not an ingrown hair as the previous poster suggested?  You could end up making things worse by spreading an infection.  Check with your physician.
